'Socialist enclaves' holding back Aboriginal communities: Abbott

Federal Employment Minister Tony Abbott has announced a program to
streamline Government bureaucracy in Aboriginal communities.

In 10 communities, control of all state or federal government programs
will be handled by a single office instead of several different
departments.

The first area to trial the program is Cape York, in far north Queensland.

Mr Abbott says it is time to develop grassroots capitalism in Aboriginal
communities.

"One of the biggest obstacles to economic advancement is the fact that
Aboriginal communities are still largely socialist enclaves in a free
society," he said.

"It's currently impossible for people living in remote Aboriginal
communities to own their own homes.

"Generally land subject to native title cannot be sold or subdivided, so
is incapable of providing security for debt."
